- This an important book for international political economists, who today are focussed on poor nations' "failure to develop," and the persistence of poverty. Lal and Myint have gathered the results of studies of 16 poor countries. The studies were designed by the World Bank, and focussed on the question of whether successful growth reduces poverty or leaves the poor behind. An encouraging finding, summarized in Chapter 10, is that successful economic growth does improve the welfare of the poor, and the failure of economic growth deepens poverty. Other findings related to income inequality, social welfare spending, and social safety-nets are drawn from the 16 studies. The findings give a solid base from which to debate left-right policy positions on poverty elimination. The data and detail in this book make it ideal for an international political economy classroom, but perhaps not for the casual reader.

The Hewett Prize Committee is pleased to award the Ed Hewett Prize to Katharina Müller for her book The Political Economy of Pension Reform in Central-Eastern Europe. Müller's is a comparative study of the reform of what had been Soviet-style pension systems in Poland, Hungary, and the Czech Republic to explain why Poland and Hungary embarked on a course of "radical" pension reform, while the Czech Republic, which shared a common history, opted for the traditional European Bismarckian/Beveridgean model. Müller examines the influence of the various pension models, ranging from the traditional European model, to the Swedish model, and, most importantly the Latin American reform models of Chile and Argentina. Müller explains the initial conditions of the pension systems of these three transformation countries, the painstaking course of drafting legislation, the political obstacles to reform, and the manner in which the Latin American reforms came to influence those of Poland and Hungary. In particular, Müller examines the interest groups - the welfare and finance ministries and the labor unions - that determined the political course of pension reform. It is a study of how new institutions are created and of the political forces that create them. Müller's book is an exemplary study of the policy process, showing the interaction between the logic of politics and the logic of economics. Through a sophisticated understanding of the political economy of the individual countries she shows how and why they respond to a common challenge in different ways. The book is particularly refreshing in that it shows the power of comparative analysis. In the past, specialists on the Soviet Union and Eastern Europe have been faulted for their lack of comparative focus; yet here is a work that analyzes one of the most important and thorny social issues of the early twenty-first century - how to create a pension system that meets the needs of an aging population with severe budget constraints - in a broad range of countries. The book's appearance is most timely, as the countries of the former Soviet Union are also now debating how to restructure their pension systems. They have a great deal to learn from the careful analysis of the East-Central European experience that is to be found in Müller's book. (The award was presented on November 11, 2000 at the AAASS 32nd National Convention in Denver, Colorado).
